How Can Brazil Improve Its Garbage Recycling Rate?

In the city of Telêmaco Borba, Paraná state, Brazil, citizen Fabiane brought her 4-year-old son to a recyclables collection point called "Good Market," where they handed over recyclable waste such as milk cartons and aluminum cans to staff in exchange for bananas, potatoes, oranges, and other food items. "Through this exchange program, we receive fresh fruits and vegetables and reduce our household expenses. I hope my son can develop good eco-friendly habits from an early age," Fabiane said.

 

Promoting waste recycling and resource reuse is essential to environmental sustainability and the sustainable development of human society. According to data published on the official website of the United Nations Environment Programme, over 2 billion tons of municipal solid waste are generated globally each year, 45% of which is not "properly managed." If no proactive measures are taken, this figure could rise to 3.88 billion tons by 2050. In recent years, countries such as Brazil, Indonesia, and Italy have introduced new environmental policies and strengthened source separation and treatment to increase recycling rates and foster the development of a circular economy.


Encouraging recycling in exchange for goods and fostering public participation

 

Relevant data shows that Brazil generates approximately 82 million tons of waste annually, yet its recycling rate remains relatively low. To address this issue, the Brazilian government introduced the "National Solid Waste Plan" in 2022, aiming to raise the recycling rate to 50% by the end of 2040, while gradually closing some landfills and properly treating waste through composting, biological treatment, and energy recovery.

 

In Telêmaco Borba, municipal authorities launched the "Good Market" project. Currently, 26 collection points have been set up across the city, where every 3 kilograms of recyclable waste can be exchanged for 1 kilogram of fruits or vegetables. In 2023, the project collected 2,750 tons of recyclables, which were sent to two local recycling cooperatives for further processing and reuse. Maurício, head of the municipal public services department, noted that more people are recognizing the importance of waste recycling, with the project's collection volume increasing by about 30% year-on-year in 2024.

 

In Minas Gerais, a startup called "Green Mining" opened a "Sustainable Solutions Recycling Plant," where residents bring recyclables to the facility for sorting and weighing and receive cash rewards in return. Since its founding in 2021, the plant has collected and recycled over 2,300 tons of waste. In Sergipe state, a waste collection initiative is held on local beaches every summer, drawing active participation from many residents.

 

Data from the Brazilian Waste-to-Energy Association shows that 28 regions in Brazil with populations exceeding one million residents account for about 56% of the country's municipal waste. If fully utilized, this waste could secure electricity supply for approximately 27 million Brazilian households. Since 2023, the association has partnered with the Getulio Vargas Foundation to offer an executive MBA program in waste-to-energy, providing training for professionals in the sector. In São Paulo state, Brazil's first waste-to-energy plant-the Barueri Waste-to-Energy Plant-is under construction. Once completed, it will use solid waste collected from surrounding areas for power generation, with the capacity to meet the electricity needs of around 320,000 people.
