On the occasion of the 50th anniversary of the establishment of diplomatic relations between China and the EU and the 10th anniversary of the Paris Agreement, the leaders of China and the EU:
Reaffirming that, amid the current turbulent international landscape, it is crucial for all countries, especially major economies, to maintain policy continuity and stability and intensify their efforts to address climate change.
Consider that strengthening China-EU cooperation on climate change is of vital importance to the well-being of the peoples of both sides and is of special significance for upholding multilateralism and advancing global climate governance.
Emphasizing that the United Nations Framework Convention on Climate Change and the Paris Agreement are the fundamental guidelines for international climate cooperation, all parties should adhere to the principle of common but differentiated responsibilities and respective capabilities, and implement them comprehensively, in good faith, and effectively, taking into account their different national circumstances.
Considering that the China-EU Green Partnership is an important component of the China-EU partnership, and that green is the distinctive underlying theme of China-EU cooperation, the two sides have a solid foundation and broad space for cooperation in the field of green transformation.
Both sides agree to jointly play a leading role in promoting a just global transition while advancing sustainable development and poverty eradication. They are committed to:
1. Upholding the central role of the United Nations Framework Convention on Climate Change and the Paris Agreement, and fully and accurately implementing their objectives and principles.
2. Strengthen practical actions and translate each other's climate goals into tangible results through systematic policy frameworks and concrete action plans.
3. Work with all parties to support Brazil in successfully hosting the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), and promote an ambitious, fair, balanced, and inclusive outcome.
4. Accelerate global renewable energy deployment and promote the flow of high-quality green technologies and products, ensuring that all countries, including developing countries, have access to, afford, and effectively utilize them.
5. Strengthen efforts and support for climate change adaptation to accelerate large-scale action at all levels, from local to global.
6. Submit nationally determined contributions (NDCs) for 2035 before the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30). Both sides' NDCs will cover the entire economy, encompass all greenhouse gases, and be consistent with the long-term temperature goals of the Paris Agreement.
7. Strengthen bilateral cooperation in areas such as energy transition, climate adaptation, methane emissions control, carbon markets, and green and low-carbon technologies, and jointly advance each other's green and low-carbon transition.
